An international placement from home

Although I have been unable to travel due to the continuing pandemic, I have been lucky to have the opportunity to participate in an international field placement. Remotely from my home in Winnipeg, I am working with the Alaska Center for Energy and Power (ACEP) on a project called the Arctic Energy Atlas.

ACEP is an applied energy research program based at the University of Alaska Fairbanks. With a focus on innovation and the integration of renewable energy sources into isolated diesel-based energy systems, ACEP's research goes beyond the technical scope to consider energy solutions from a perspective that includes the social and cultural realities of remote communities, as well as the collaboration of researchers and community partners.

ACEP and the University of Winnipeg are both partners in the Community Appropriate Energy Security (CASES) partnership, which aims to reimagine energy security in northern and Indigenous communities. I have been a research assistant for CASES throughout my time in MDP, so this is an exciting opportunity to collaborate with one of our partners.

The project that I am working on is called the Arctic Energy Atlas (AEA), which is a product that delivers information on energy resources, infrastructure, and access across the pan-Arctic. The AEA includes a database complete with maps to illustrate transmission systems, the types of energy sources being used, as well as the types of power consumers (communities and industrial activity). It also includes information on road systems, and the distance to coastlines and rivers to further demonstrate the accessibility of energy in the Arctic. The AEA project is funded by the Office of Naval Research's Arctic Regional Collaboration for Technology Innovation and Commercialization grant.

My specific component of the AEA project is developing a corresponding policy framework that will describe how each Arctic nation is approaching their energy system and development. By presenting information that includes the different utility structures, priority areas for energy development, and government programs and policies across the pan-Arctic, the framework will provide valuable context for the information found in the AEA.

Once complete, the AEA will be useful both for informing policy makers' decisions related to energy in the Artic, as well as ensuring communities and other partners can access information about their own energy systems. It will be available with free access online. Working on this project has been an exciting opportunity to apply my existing knowledge and expand it beyond the Canadian scope. I am excited to continue and see where it leads!

My Online (Field) Placements with PILC and ANU

 The Public Interest Law Centre (PILC) specializes in assisting those who are too often pushed out of discussion around policy and quality legal representation. PILC offers advocacy for issues surrounding Indigenous peoples, human rights, the environment, and low-income persons. It is an honour and a privilege to work amongst such highly motivated and effective people.
The work that I’m doing is in response to a request by a First Nation organization to assess First Nations Entry into the Impact Assessment Act (IAA) established late 2019. I am reviewing the recommendations made by First Nations to the Expert Review Panel amending the Canadian Environmental Assessment Act 2012, and how those recommendations transpired in the IAA. The hope is that this will more clearly illustrate the potential for meaningful First Nations participation in the environmental review process. The literature review highlighted key barriers to meaningful participation such as:
  • The lack of Free, Prior, Informed Consent (FPIC) as outlined in UNDRIP;
  • The avoidance of more rigorous and encompassing impact evaluations via cumulative assessments and traditional knowledges; and
  • The high expense incurred to First Nations to independently support the Impact Assessment process.
Many First Nations iterate that meaningful participation in the energy sector is key to reconciling Crown-Indigenous relationships. 

I am very grateful to work under Dr. Trish Fitzpatrick, Joelle Pastora Sala and Byron Williams. I am also working alongside fellow MDP colleague Kate! We have weekly check-in meetings with our supervisor Dr. Fitzpatrick, sometimes via socially distanced outside meetings over coffee, but mostly over Zoom. I am simultaneously working for the Centrefor Aboriginal Economic Policy Research at the Australian National University (ANU) in support of the Grand Challenge Initiative pursuing “Zero Carbon Energy for the Asia Pacific” (ZCEAP). I am researching Canadian case studies of Indigenous-led renewable energy projects. This will hopefully further inform the comparative opportunities of First Nations in Australia. As a settler who is half Canadian and half Australian, I am really excited to be doing research from a cross-regional perspective. The MDP has taught me a lot about the true history and reality of Turtle Island, but I have far less knowledge and experience of the situation in Australia. Having this opportunity to connect and think about the parallels between these two colonized lands is really special. I am extremely grateful to Janet Hunt and Brad Riley for supporting my research and for the opportunity to work on such an amazing, forward looking project.

Working from Home

This is my humble workspace! After several zoom meetings interrupted by my attention-seeking cat, I decided to move to a space where I could close the door. The natural light helps me focus and keep positive.

I have found time management one of my main challenges under COVID-19. Because I normally like to leave the house to study or work, I find it difficult to stay in the same place for long periods of time. I have found myself switching up my work environment by working on the porch or at the dining table. I also make it a point of trying to go outside at least once a day, either by tending to my garden or going for a bike or run to the river. This helps me keep perspective on the greater world around me.

Complexity of Real World

For twelve weeks I have been researching and learning about the methodologies used to prepare Environmental Assessments for engineering projects, specifically the social and cultural aspects. Corporations can follow standardized methodologies; however, they also can go beyond the minimum requirements and develop projects that are more sustainable. 

To achieve sustainability, the challenge is to pursue collaborative processes, which can be very complex. In order to get consensus or agreements on any topic, all participants need to understand each other’s positions, to develop empathy, and to be clear on the principals and goals that brought them to the table. So, negotiation is the key word for successful collaborative processes. 

We know from our studies that the environment-human system is complex, so any plan designed to remediate an effect, will influence some other variable. In real life, it is even more complex than studied, because the positions taken during human interactions sometimes are unpredictable. Even though I was not involved in any type of negotiation during this internship, I studied and perceived the complexity and variety of obstacles that might influence agreements. This includes political decisions, legal frameworks, health concerns, cultural values, etc. This experience confirmed for me that we can get tools in the classroom; however, we acquire the learning when we have to face, participate and/or lead the negotiation process.

I would love to work on project development building the bridge between the social and the engineering aspects. Therefore, this placement was very relevant, since it nourished my professional background by exposing me to the complexity of the reality of sustainable development. 

Energy will always be needed and thus engineering projects will keep happening. The approach taken should be socially and environmentally inclusive with the goal of obtaining the most benefit for all parties’ involved, as well as reducing the footprint to the minimum possible. I recognize that each situation will be different because of the type of the project, nature of the participants, negotiation process, circumstances and power/economic relations; but understanding the principles to achieve effective agreements will absolutely help ensure development is sustainable.
